I would think there might be a chance that he will not even be allowed to board the outbound flight with visa waiver and none return flight.

And even if he is, unless he lies about it at the POE he may well get bounced as a result. A friend of mine flew to the US recently to visit his fiancée without a return ticket (not because he intended to stay but because the fiancée's uncle works for an airline and gets him cheap standby seats at the last minute). He was taken to secondary and given the option of being dispatched home immediately or booking a return flight for later right there in front of the CBP officer.

I have my own experience of entering the USA on a VWP without a return ticket, I was taken in to secondary. I was getting a work visa for a third country, so I was able to provide documents that my employer was arranging for my return flight, it was cleat without that I would not have gotten in.

He'll get on he plane (I don't recall ever being asked if I have an RT on this side of the pond) but he'll struggle to get through PoE.
