Default Marriage Certificate for K3

I have just submitted the I129F for k3 visa. One of the required documents is
marriage certificate. Our original marriage certificate was issued in CHINA and
written in English and Chinese. Also, I have a notarized marriage certificate. When I
submitted the application, I did not include the copy of original marriage
certificate. Instead, I only included the notarized marriage certificate.

Could you please let me if I need to submit BOTh copy of original marriage
certificate and notarized marriage certificate?

If I do, how can I send the copy of original marriage certifcate after I have
the 1st NOA??

You need to submit a copy of whatever document that shows it has been registered with
the government where it was issued.

We only submitted a copy of the English Notarial Copy of the Marriage certificate and
we haven't had any problems.

Thank you, Richard. This is a big relief for me. I may make a mistake of sending
original English Notarial Marriage certificate. INS want to have copy without being
stapled. The one I sent out is stapled original one.

So you did not send out the copy of Chinese Government issued Marriage Certificate
(in both English and Chinese). Please let me know. Thanks again.

This is the exact contents of what I sent to the MSC for the K-3 Visa:

1. Cover Letter
2. Personal Check covering filing fee
3. Form I-129F
4. Form G-325A for the Petitioner
5. Form G-325A for the Beneficiary
6. One ADIT style photograph of the Petitioner
7. One ADIT style photograph of the Beneficiary
8. Form I-797C
9. Form FC-029
10. Copy of U.S. passport of the Petitioner
11. Copy of birth certificate of the Petitioner
12. Copy of People's Republic of China passport of the Beneficiary
13. Copy of birth certificate of the Beneficiary with English translation and
Notarial Certificate
14. Copy of our Chinese marriage certificate with English translation and Notarial
Certificate

There are two things that I can think of why the INS sends a RFE for the
original copies.

The first is that maybe the copy wasn't clear, I spent a lot of time making sure that
I sent a photocopy of each page as clear as I can, etc. From what I understand the
MSC wants to scan it into their computer system, so you want to make sure that the
copy is perfect as possible.

The other possibility is that maybe the Notarial Certificate with English Translation
is different per region. When people describe to me what their document looks like,
it doesn't sound like our document. Since my wife's Hukou is Shanghai, we have the
Shanghai Public Notary Office do the English translation and Notarial Certificate for
us. We haven't had a problem with my wifes Birth Certificate or our Marriage License.
When we went to do the Police Certificate, the Shanghai Public Notary Office gave us
a special form to take to the security office to have them fill out for them to do
the English Translation and Notarial certificate.
