Are you just asking how to get married or asking how do you emigrate to the US before and/or after marriage to a US Citizen (USC).

Anyone can come to the US, marry someone and then go back to their own country. If you are talking about a same sex marriage, you need to marry in a state that performs legal weddings for same sex couples.

Please clarify what you are asking for. Thanks.

Google "how to get married in XXX". XXX being the county or state where you want to get married. This can be done on a VWP visit.

Moving permanently to the USA is a whole different matter. Let us know if this is what you want to do.
