I'm not sure of everything that happens after the packet 3. My wife
and I are trying to condense the process. But when you get the packet
3, you'll have a DS-230 form with two parts: part 1 and part 2. Fill
out part 1 right away. You should also get a checklist (either a DS-2001
or OF-169), if you have all that they ask for already (copies and/or
translations of birth and marriage certificates, police reports), hten
you can retun the checklist at the same time.

Some consulates will let you fax, others will require that you mail
the forms back, but as soon as possible, have your husband sending the
DS-230 part 1 back. When you have everything else done, send the
checklist back to the consulate and they will schedule an interview
for your husband.

I've going through the embassy in Bangkok and they are lettings us
fax the DS-230 and DS-2001 before the paperwork has even gotten to
them; but they won't schedule the interview until they get the petition
from the NVC.

Hopefully, you have an embassy that will let you go in and wait in
line, but call the embassy first.
