I just checked the Manila Embassy site and they say they treat K3's as
immgrant visas instead of non immigrant. Guess we will have to
awaitpkg 3 to find out

Yes, I seen that on the Embassy site. I seen too where to send them to a
place here in the US instead of where the spouse is and then I seen on
there, to send it to the spouse (I-864). So I was confused with the
info...yes, package #3 should say...............thanks!!

The State Department, the INS and the law[1] state that the embassies
cannot ask for a I-864 for a K3/K4 visa application. The INS will ask
for the I-864 when during the adjustment of status. Fill out the I-134
for the embassy interview.

He is waiting for the NSO marriage certificate and his police clearance
which they keep saying will be in this week but he keeps saying, they will
say to him - come back tomorrow and then tomorrow never comes. If the
papers are ready this week, he will go then next week for his medical and
interview. So not that far to go now....hopefully.

I personally sent the CFO office in Manila an email and this is what they
sent back for Manila and Cebu. They said Finacees and spouses and did not
say male or female but from what I understand no one can fly out unless they
have the visa and the CFO stamps the passport. Now I do know he can go to
the CFO classes before he is issued a visa but he must go back to get that
stamp. To me, if makes no different whether you are male or
female.........BUT.....he can call and ask them and if he finds out that it
is only females, then drop me a line. I have told my husband he needs to go
since the said the spouses too.

Hi All!

Based on what the CFO sent to me when my then fiancé (now wife) was
applying; everyone marrying a foreigner must attend.

Per Republic Act 8239 and the Department of Foreign Affairs Order No.
28-94, Filipinos proceeding abroad as fiance(e)s and spouses of foreign
national are required to attend the CFO's Guidance and Counseling Session
as a prerequisite for the issuance of passports. CFO issues a certificate
as a proof that the passport applicant has attended the Guidance and
Counseling Session. After the receipt of the passport and visa, the
applicant has to register with CFO prior to his/her departure.
