Is a K3 visa appropriate for us?

I am a U.S. citizen living in London with a Russian fiance. We would like to get married now and live in the U.S. in two years, after she completes her education in Russia. We would also like to travel together to the U.S. and spend summers there before we live permanently in the U.S.
Is the following a possible way to attempt to do this?
1. Get married in England or Russia (whichever makes things easier)
2. Receive a K-3 visa
3. Use the K-3 visa to live together in the U.S. during summers
4. Have her receive her permanent status in two years after she is ready to live peramenently in the U.S.
Since she has already been rejected twice for a tourist visa, I can't think of any other way for her to see the U.S. and meet my family. Please let me know if this is reasonable or if another plan would be better.
