Hello,
When sending in K3 application one shall attach (a copy of?) foreign
marriage certificate. Question: is the marriage certificate suppose to
have an apostille on it?

Not necessary, but it must be translated if it is not in Englsh.
The only time we needed an apostille was for my wife to get the name on
her Russian passport changed.

I didn't have an apostille on my Belarusian marriage certificate, and
that was fine. However, I *did* get an RFE because my wife's divorce
decree didn't have an apostille.
I guess they're not too concerned with certified proof that you and
your spouse are married, just as long as it's not with other people!
