K3 Interview and Birth Certificate at the US Embassy-New Delhi

Default K3 Interview and Birth Certificate at the US Embassy-New Delhi

My wife's K-3 interview is scheduled for August 3, 2004 but she has
not received a packet 3 or 4 from the US embassy. My wife will not be
able to get a birth certificate (she was born in July 1974) for her
interview and I was wondering if the following would be suffice for
her interview:
(1) Her 10th Grade mark sheet and
(2) An affidavit from her parents stating her day and year of birth

In addition you may want to get School Leaving Certificate from her Primary School. Make sure all these are either in English or if not, then translated copy in English with it. These 3 should be good enough.

Hello Shantanu,

If you don't have a birth certificate available or if there is any problem with it(name is different from the name in passport, there is no name in the birth certificate, parents' names are not there or there is discrepancy with the parent's name etc.), get the affidavit from your relatives/parents.

You also have to get the certificate from the same place as place of birth in your passport saying that there is no birth record and the birth certificate is not available.


One possible format of the affidavit (from her parents) may be something like following:

I, (name of relative), solemnly state and affirm as hereunder:
(1) I presently reside at ___________________________________.
(2) I am a citizen of _______________________________.
(3) I was born on ___________________ at________________.
(4) I am the (state relationship to the person whose birth is being verified)
(5) I personally know that (name of person) was born on ____________ at _________.
(6) A request has been made with the proper authorities for (name of person)'s birth certificate but the same is unavailable.

I hereby affirm under the penalty of perjury pursuant to the laws of the United States of America (28 U.S.C. Section 1746) that the foregoing is true and correct.

This affidavit was executed on (date) at (Place).
____________________ Signed Date:________________

Here is a sample of certificate of non-availability...


Goverment of Maharashtra
Department of B.D.O Office, Mumbai

Non-availability Certificate: Issued under Section 17 of
the Hindu Marriage Act, 1969.


This is to certify that a search has been made
on the request of XXX , daughter of Ram XXX in the
Municipal registration record for the year(s) 1965-1975
relating for Mumbai, Maharashtra and found that the
birth record of XXX, daughter of XXX is not
registered/available.

Thanks everyone. My wife's uncle was able to get her birth certificate
from her birth town. I have another problem is this that my wife has
not received her packet 3 or interview letter for Aug. 3, 2004 and the
doctor in New Delhi will not give her a medical examination without
the interview letter.
I have called the US embassy numerous time but either I can not get
through or when I do get through to the embassy no body answers the
phone(I even have left them messages in regards to the packet 3 and
interview letter. No one from the US embassy has responded to three
e-mails(waited 3 to 4 days each time). Anyone have any suggestions,
can my wife show up at the US embassy to get her packet 3 and
interview letter?

I would say that it would be better if you just went to the embassy and pick up the Packet 3 and 4 and sort this matter out there.
Your US passport will be able to get you in quickly.

Have your wife go to the embassy and pick up packet 3

Thanks everyone. Last night after this post, I tried to call the US
embassy and was able to get through to an operator in five tries. The
operator informed me that the packet 3 has already been sent to my
wife but if she does not recieve it by saturday, my wife can pick up
her packet 3 and interview letter at the inquiry window at 2:00PM.
Needless to say my wife is very happy at this point and considered
that news to be her birthday present(today is her birthday and I have
missed her birthday twice). Thanks everyone one more time. Neerluck,
have you gotten an interview date for spouse?

Thanks Hyper...I just got an e-mail from the embassy informing me
about my packet 3 and appointment being sent out. Our interview date
is Aug 3, 2004 at 8:00AM and my wife has a medical examination in New
Delhi on July 27. Does my wife need to submit her packet 3 information
on July 27, when she is getting her medical examination done or should
she wait till the interview date to hand over the packet 3 to the
interviewing officer?

She'll need to hand them in to the interviewing officer. After the medical exam she'll get an envelope to take with her to the embassy. If she has immunization records, make sure to take those to the medical exam. If not, she'll need to get certain shots again.
