K1 visa from New Delhi - help!

I just came back from India where I was visiting my sweetie and
planning to get married. I am from the US and she is Tibetan refugee
(born in India).
I believe I have all he documentation together but I am a little
unclear on this requirement: "copies of any evidence you wish to
submit to establish
your mutual intent". We have lots of pictures of us together, I have
passport stamps of recent visits to India and we have a bit of written
correspondence but not that much. I have used those phone cards for
lots of calls (i.e. I have few phone bills). Are the photos and our
statements good enough?
Also, if I submit the application today, how long am I looking at
before I can get her here? I see on this newsgroup that Vermont is
the fastest but the application says I must do this in California, the
state where I live. If it more than a few months, is there any way to
expedite it (a lawyer, etc? - please lawyers do not need to reply to
that part
)
Does the consulate in New Delhi just send an apointment notice to my
finace?
