Which case number should I use for my DS230 Part 1 form that I send to the consulate
(Montreal) so they can open my case?--They sent me an identical package to one they
sent to me a few weeks back but this one has a new case number

Have you tried calling them up to report the problem? Its a very strange thing that
they have sent you out two packets of the same, but with different case numbers. hmm.
I would call them personally if I were you. There may be a reason behind this.

email them - I did it throughout the time I was waiting for my interview and its fast
and free - as opposed to waiting on the phone to get through long distance
