In my case, I had to submit the I-134 and copies of backup info along with Packet 3 to Ankara, but I think that's unusual. I am also bringing another I-134 and the backup originals to my fiance's interview. You will use the I-864 form for the AOS portion after you get married here in the states.

The I-134 is submitted to the consulate at the time the consulate wants it to be submitted. Some consulates want it before the visa interview, some want it at the visa interview.

Some consulates don't want an I-134 - they may want an I-864 or some other form that suits them.
