Default K-3 ONLY issued in the country you were married!?!?

Does anyone else going after a K3 have experience with getting married in a
country that neither of you is a resident?

I am Canadian and my wife of course is American. We were married 6 months
ago in Fiji. The I-129F said the visa would be sent to the consulate in the
country in which were married. We have contacted the consulate in Fiji
and a gentlemen there said that indeed I would need to come in person for
the visa. This is obviously a major hardship (financially :-) Our I-129F
was just approved but we cannot seem to find out where it will be sent or
what we can do to change it.

Any help or advice is appreciated.

While at the MSC a little over a month ago, I brought up the issue of the poorly written instructions for the I-129f in the K-3 situation, where it seemed to indicate that the petitioner did not need to send in the divorce decree.

During her answer, one of the top-ranking MSC officers (who processes I-129f's for K-3's) brought up them wanting the marriage certificate since they need to know the country where the marriage took place, since that is where they will send the approved paperwork and where the K-3 beneficiary will have to process the K-3 visa.
