Default K-1, what now?

I have filed my K-1 application with the Nebraska service center and I
have a few questions that I need to clear up. I hope that someone
will be able to help me out...

1) On my I-134 can I claim my child support as a portion of my
income for the last 3 years? While it is only a small percentage of
my overall income it is needed to put me over the line. I can show
that the child support is steady and reliable with information from
the State child support processing center.

2) Should my fiancee send his initial paperwork (IV-15) to the
Consul in London PRIOR to approval in Nebraska? I have heard that
this can speed the process along quite alot.

3) Do police certificates expire? The Consulate website advises
that it can take up to 40 days to get it, but we don't want to apply
for it too early either.

4) My first NOA states that processing will take 70 - 100 days, I
know that this means business days, but exactly what does processing
mean? Should I hope that my fiancee will have his visa in hand in
that time? or that my application will be sitting in a pile waiting
for a pouch to London in that time...

I appreciate your responses. thanks.
