Juarez Embassy Struggles with English

I just got off the phone with a couple of people at the Cd. Juarez Embassy in Mexico.
They really struggled to speak English with me, so I switched to Spanish to make the
conversation go smoother. Doesn't fill my heart with confidence as to this embassy's
competence!

You mean you spoke with personnel at the US Consulate in Juarez, Mexico. The US Consulates hire local people to perform non-security work in the Consulate. The requirement that they speak English is probably just that they must speak the rudiments of the language. You could have always requested that your call be transferred to an American.
