The simple answer is no. You may get a good one, but then again... There's no way to be sure.

The tax issue might not be that clear cut (when are they!). It would be worth looking at this guide, especially p7 on dual-status...

Also, do remember that if you come over to activate it you'll need to have your USC sponsor either with you on the plane or already in the States waiting for you.
