my brother died recently intestate (no will). my sister was named by the
court, as personnel representative. some of his life insurance policies and
his retirement funds named her as beneficiary. should these be legally or
even morally be distributed evenly between my sister and I, the same as his
other assets that did not name anyone specifically as a beneficiary?

Condolences on your loss, but what does this question have to do with
USA visas?
What is legally or morally required in such circumstances depends on
the legal jurisdiction of the place where he died and the norms of his
culture. You'd be better asking in newsgroups which discuss the law of
wherever he died, or his culture. In my personal opinion, if he
explicitly named his sister as sole beneficiary then she should solely
benefit.
