Default immigrant visa for a spouce of a US resident

My friend friend from India who has US resident visa went back home to
India and got married. He tried to obtain visitor's visa for his wife
to visit him in US and she was denied visitor's visa.
He was told that it may take as long as 11 years to process her
immigrant application so that she can finally come to US.
Please let me know if there are any short cuts or information I should
pass on to him which would speed the processing of his wife's
immigration status.

There are no shortcuts, but your friend can file the I-130 for his wife now, in the USA. It takes about 6 years for a visa number to become current for his wife. But when your friend becomes a US citizen, he can upgrade her petition to the spouse of a USC, and a visa number becomes immediately available.

Or, your friend can move back to India for 6+ months, then file the I-130 directly at the US Embassy there. That process is quicker, but he must be truly residing and living in India, not the USA.

I'm sorry, I take this part back. I think only USC's can do this. Once your friend becomes a USC, he can try this.
