Does anyone know how to get the IBIS code? I am referring to the code that appears on the border officer's screen when one's data is entered in the computer. It tells the officer what restrictions (and under what section of law) are placed against an individual seeking to enter US.

You can try and file a Freedom of Information Act (FOIA) request for
this information. I'm not sure how to do that, let alone how to do that
from outside the USA.

If he does, I'd be interested in the response; my guess is that nothing
will be disclosed.
FOIA is very fluid; it is designed to deter government bureaucrats from
stalling based on, well, bureaucracy. Any written inquiry that states
it is a FOIA inquiry must be processed as one. If the government can't
tell what records are requested, it must ask the requester for
clarification. Any records that are requested but not disclosed must be
identified (generally), and a specific citation of law must be given as
the basis for the refusal. And, every government agency must have a
FOIA officer responsible for the process and must publicize the contact
information for that officer.
There are FOIA exemptions for national security matters, for law
enforcement investigatory material, and for internal agency procedures
related to both, so I think it is unlikely that anything will actually
be disclosed,
