Hello.
I have F-1 visa and staying in Seattle now. I'll go back to my country
through Vancouver Canada.
When I cross the border by car, where should I submit the I-94? To the
Canadian immigration officer or U.S. immigration officer? If it's US
officer, how can I submit it since I only can see Canadian officer when I
cross from US to Canada?
I'll then go back to my country by airplain at Vancouver Int'l airport.
Thank you in advance!

You need to surrender the I-94 to Canadian authorities. Be sure to insist
they take it; usually, they are not prepared to remove the I-94 unless you
specifically ask (most people do not surrender their I-94s).
