If you feel the US government is going to steal your identity, go ahead.

You can block out credit card numbers and social security numbers.

Well, the underpaid employees of the Social Security Administration already know your social security number and the underpaid waiters at several restaurants probably know your credit card number so I'm not sure what you are worried about ...

So you're thinking of altering the photocopy documents that you will submit?

If you are so concerned about submitting a particular item, I would consider not providing that item.

As a former USG employee, we would expect those those numbers to be blocked out. Additionally, even to the USG, you cannot assume the papers will be protected as secret, meaning in a concealed envelope, at all times. Assume you paperwork may be viewed by many directly or indirectly so block put at least the first 12 numbers.
