Can you file this form sooner then 90 days before the expiration of the 2 year
conditional green card?

No. You must file it within the 90 day window. They will reject your application if
you don't wait long enough.

Yes, if you are not filing jointly in particular cases such as the conditional
resident was battered, extreme hardship if removed widowed, divorced....
