not be process in time :(

Not unusual. I-751s are not included in CLAIMS, which is what feeds the
web-based status. NCSC should know this -- call them back and ask them
to check MFAS instead.
A little primer:
CLAIMS = Computer Linked Application Information Management System.
Mainframe system (now ported to PCs at local offices too) used to track
petitions and applications filed at Service Centers. CLAIMS IV, a more
modern software module, tracks N-400 naturalization applications; CLAIMS
III tracks everything else.
Tracking numbers issued by CLAIMS III look like this:
ABC-04-100-51234
Where the first three letters are the three-digit code of the service
center:
WAC = California, formerly "Western Adjudications Center"
EAC = Vermont, formerly "Eastern Adjudications Center"
SRC = Texas, formerly "Southern Regional Center"
LIN = Nebraska, formerly "Lincoln Regional Center"
MSC = National Benefits Center, formerly "Missouri Service Center"
and the next two digits are the fiscal year of the application or
petition (2004 in the above example)
and the next three digits are the Julian date of the petition or application
and the next digit is always "5"
and the next four digits are the actual unique consecutive serialized
number of the petition or application
Tracking numbers issued by CLAIMS IV look like this:
WSC*001151234
Where the first three letters indicate the service center and the
remaining digits following the asterisk are just serially numbered.
MFAS = Marriage Fraud Amendment System. Dedicated mainframe system used
only for I-751s. Formerly connected to balky impact printers (ROPS,
Remote Office Printing System) that broke all the time, causing receipt
notices not to be generated. Even older and balkier than CLAIMS;
scheduled for replacement/integration into a new updated CLAIMS system
if CIS ever gets the money.
Tracking numbers generated by MFAS look like this:
WAC-04-165-01234
Where each segment is basically the same as a CLAIMS number except that
the first digit in the last segment is not a "5" but rather a "0".

Do you know if Naturalization app statuses can be tracked through these
systems by the applicant?

Excellent description. Just a few additions.
The "year" notation" is for the FISCAL year which starts October 1st each year. So FY2005 started on October 1, 200-FOUR.
Also -- "Julian Date" is simply the number of the day of the year. So, on a Calendar year, February 1st, will be shown as 032 since its the 32nd day of the year.
Variation on the Julian Date in the file numbers -- it is BUSINESS days.
