Default I-751 question

My I-751 form and documents were returned by the INS as the check was not made out
for the right fee amount. Now I am sending the I-751 back with the new check. Could
you let me know if I need to mark the envelope as re-submission? Thanks. Alexander

No. It's not a resubmission, it's a completely new application. The first one was
denied for lack of the fees.
