I-751 Proccessing VSC - Strange Thing

So I get my mail 3 minutes ago and there's an envelope from the DoJ/US
INS/VSC and I open it and just when I think we've finally got an
approval notice or something I read "Your permanent resident card is
extended 1 additional year... blah blah blah"
WHY are we getting another I-797 on this? Is that normal? Has anyone
else gotten a second NOA a year and a half later?

There have been a couple of posts about this today. It looks like VSC are
sending out NOAs for those people with an I-751 application that has been
pending for over a year.
