Luuknam,

I can only observe that the I-134 is a form that was developed by the USCIS, and the DOS has apparently decided to make use of the existing form rather than create a new one of its own. But, the DOS still has it's own requirements for how the form will be used to suit its (the DOS') needs.

Oh, I'm sooooooo happy! :P

Anyway, in the end my future father-in-law called them, and they said that both he and my fiance have to send in an I-134, but that my future mother-in-law doesn't have to sign anything (ie, only one sig per I-134).

Things will probably work out. Probably even before the planned marriage date.
