Default I-130 withdrawal from Service Center

Hello!

I am worried that my wife and I managed to screw up our application
process. If anybody could provide some optimistic insight, it would
be greatly appreciated!

I am on an H1B visa, married to a USC. We wanted to file
I-130/I-485/EAD/AP in the Chicago office. Our application package
came back to us for insufficient fee. We were told to file again with
the correct fee, and send our application to Nebraska Service Center.
We followed the directions, only to find out that NSC sent
I-485/EAD/AP back but kept I-130 for processing! That was back in
November 2002,when we were told processing time was about 6 months.
Unfortunately, there has not been much progress since then due to the
backlogs at NSC.

After waiting about 18 months, I am wondering what the best course of
action is. I still have another 12 months on my H1B, but the backlog
at NSC is worrying me -- who knows if they will be able to process our
I-130 by then? What would you suggest we do? Should we wait it out
and hope that NSC will move faster soon? Is it possible to withdraw
our I-130 from NSC and file from scratch in the local office (at
Chicago)? Is there any risk that they won't even process the
withdrawal until they get to our I-130 application?

Please help! We tried to do the right thing, but everything went
wrong.
