I-130 Question

Hi
I've read various websites (now defunct) plus instructions in my packet #3. But one
thing I'm not quite sure of is when does the USC submit the I-130 form?
She will be coming to Oz so we can marry and then do the DCF thing. Does she bring
the I-130 form to the interview or send it into the Sydney consulate beforehand?
