I-130 Question...
 

Dear Sir or Madam,

I am filling up an application for Alien Relative (form I-130) for my european husband from Mexico,where we both live, and I have a question regarding question #16 that asks if my relative has ever been under immigration proceedings.

Unfortunately, he had overstayed his visa and was then in INS custody and later granted Voluntary Departure by the Immigration Judge.Thanks to this he wasn't barred from visiting the US and was able to visit me twice after this before we moved to Mexico City.

Was this immigration proceedings?,and which box on the same question 16 should we tick,if any?
