Recently I submitted I-130 for my parents to California service
center. The receipt said that the normal processing time would be
815-825 days. Is that so?
Would it be faster to re-submit a new I-130 with I-485? Thanks

Ignore the time on the receipt notice. I-130s are used for many different
types of case, and with very different processing times. The number
printed on the receipt is merely an average guess. The average processing
times for I-130s are available broken down by case type, but still are
only guesses. Go to http://www.shusterman.com or http://www.visalaw.com;
they tend to have the processing times.

It depends on the situation, but quite possibly, yes.
I just added your questions to my FAQ page.
