I-130 Notice of Action Question
Hello everyone
I (I am a USC) just received a letter dated Jan 14, 2009 from USCIS (I-797 Notice of Action) showing that the I-130 for my wife (UK resident) has been transferred to CSC.
This is the second notice. The first one just confirmed the receipt of my application.
Here are my questions?
1. What does this notice mean?
2. The receipt date of I-130 is Oct 21, 2008. Would the processing time be effective from Oct 21 or Jan 14?
3. Does the 6 month processing time reported by USCIS cover only the time an application remains with CSC or include other parts too?
4. What would be the next step after this one?
I would be grateful for your consideration in responding to my questions.

Re: I-130 Notice of Action Question
Hi and Welcome to BE!
It means the I-130 was transferred from one service center to another one. This happens when one service center gets backlogged, they send some of the work out to a less-busy service center.
October 21.
The 6 months quoted processing time is for the approval of the I-130, wherever it ends up.
After the I-130 is approved, the case will be sent to National Visa Center (NVC), and they will start sending you some correspondence such as Choice of Agent and the I-864.

1. Exactly what it says -- it was transferred to CSC. Usually for case management reasons to relieve backlogs.
2. Supposedly, CSC will process it as if it was received in October 2008.
3. See #2
4. CSC will either approve, deny, issue an RFE or issue a Notice of Intent to Deny. There is a remote possibility that they may transfer it back to your local field office for interview.
