Is it necessary for the I-130 beneficiary to provide an employment letter at the the
time of the interview to the Consulate officer? If yes, what needs to be included on
the letter?

I believe most consulates prefer (require?) a letter. I misread the I-864
instructions I was sent from the US consulate in London, UK and only brought payslips
with me. I was asked for a letter from my employer.
I think the letter just needs to be simple, probably on company letterhead would be
best. Your name, salary, that the position is full-time(?), the name of your
supervisor. I'm just guessing here. I doubt it needs to be elaborate, all they want
to do is verify your employment.
My wife was given her visa without my having a letter but that's another story.

instructions I was sent from the US consulate in London, UK and only brought payslips
with me. I was asked for a letter from my employer.

Hi,
When you say beneficiary, do you mean the "foreign" spouse
If so, and I can only speak for London, but the answer is No.
At the interview "they" are not really interested in your UK employment.
Also they are well aware that a large % of us "aliens" do not have a job to go to, hence the I-864 affadavit.

Here is a copy of the employement letter that I sent in with my 134. It must be on
company letter head. I made a copy to include in the package so I can have the
original if needed later.

Please let it be known that Girard Bourque, Social Security No. XXXXXXXXX, has worked
with Honeywell International since XX/XX/XXXX. He is currently employed as a Process
Control Specialist for our Automation & Control Solutions, Service business. He is a
full-time employee with an annual base salary of $2.95.

His Name Human Resource Generalist Mid-Atlantic Region

I think in INS terms the beneficiary always refers to the "alien" or "foreign" spouse
