I-130 approval?

I-130 approval?

Hi
I am a US citizen. We submitted my wifes application I-485
and the I-130 together in November 2002 in NYC.
Is it customary to get a notice of approval for the I-130
prior to any notice regarding the I-485?

Thank you very much.
The Vermont service center shows I-130 for spouse now processing Sep 30, 2004.
Yet I have received no notice.
Should I make an enquiry?
I am guessing that my I-130 went to VSC.
The NY City shows I-485 still on July 17, 2002 so I'm not worried there.
