I am just blown away, I am so happy.
timeline:
April 18, first NOA
May 6, Second NOA-approval of petition
Just 18 days, and from the Texas Service Center!!!
I was very, very thorough. I purchased a book over the internet from a lawyer who
tells you exactly how to do this, and this even includes the forms, which were
slightly out of date, but aparrently still acceptable. I had lots of documentation of
our relationship, photos, I have been married twice before, but of course I had proof
of my divorce from each marriage.
I also paid for cable notification, filling out that form and submitting it
concurrently, however I have also scanned the NOA and sent it as an email attachment
to the US Consulate in Zambia requesting a provisional file be opened, and packet 3 &
4 be sent to my fiancee.
This is a lady I first met through the online match service, Match.com, we started
exchanging emails and telephone calls in January, I traveled to Zambia on March 10,
we got engaged, I filed the petition packet on April 9, received my first NOA April
18, then approval May 6, just came in the mail today May 9.
Wow, I could go get her potentially before the end of June. I am so excited.

Awesome!
I'm still waiting ... on the Nebraska Service Center. First NOA was April 12th....
nothing since.
The consulate in Vancouver Canada will NOT open a provisional file -- even with the
first NOA.

I should clarify that I send the second NOA, the approval notice as a jpeg scan
attachement to an email to the US Consulate in Lusaka, Zambia with my request for a
provisional file to be opened.
