My husband a Mexican National and I a USC went to Juarez recently for
his appointment at the us consulate where they denied his resident visa
because he was in the US longer than 1 year illegally. We were given a
packet to fill out to apply for a waiver on grounds of hardship to me
and our USC child. We were told 3 to 6 months. How long does this
process really take and is there any way to speed it up?

CDJ is the easiest Consulate for waivers.
There are some reasons they will expedite, Military on Deployment orders, good Medical reasons for example, obviously you will need to evidence.
