For a US citizen, how long does it take to get a green card for
his/her spouse ?
USCIS website says I-485/I-130 may be filed at the same time, and
application
goes to Chicago office. From the link
https://egov.immigration.gov/cris/js...ectedOffice=18,
it shows about 1.5 years. I wonder if this is true ?

Go to https://egov.immigration.gov/cris/jsps/ptimes.jsp? and use the drop-down menu to find YOUR local district office. Look under I-485 on that chart and see what the processing time is. Of course this is just an estimate, and that office could speed up or slow down by the time your application gets there.
