How can my wife visit me while I-130 is pending?

Hi. all
I am a permanent resident of U.S., and I am going to file I-130 for my wife, who is a
Russian citizen. I understand that it takes several years for INS to process the
immigrant visa fore her. So my question is: can my wife visit me in U.S. while she is
waiting for her immigrant visa? May be she can apply for B-1 visa just to visit me
temporarily?
Any help will be greately appreciated.

Usually not. The problem is that most non-immigrant visas do not allow immigration
intent. Filing the I-130 indicates immigration intent, though. Therefore, the
consulate will most likely deny any application for a B-1 visa.

She should check if she qualifies for a F-1 student visa, or a H1B visa. Chances are
close to zero that the U.S. Embassy or Consulate in Russia approves a B1/2 visa
application, as your wife is an intending immigrant. Best, Nico
