A more useful link, in case you want to track the (non-)progress
of this bill through Congress:
http://thomas.loc.gov/cgi-bin/bdquery/z?d108:hr2235:
This bill, IMHO, has absolutely no chance of passage. It has
virtually no support (only two cosponsors), and it will most
likely languish in the House Subcommittee on Immigration, Border
Security, and Claims (to which it was referred by the House
Judiciary Committee on June 25) until the end of the current
Congress in late 2004 -- at which time it will silently die.
If you are opposed to H.R. 2235 and want to write your Congressman
a brief note expressing your opinion, I'm sure it won't hurt, but
going into a raving panic over the issue really won't help.
