Default Help, wrong consulate on I-129f

My fiance is Australian, the I-129F was sent mid november. US consulate Melbourne says they process non-immigrant visas. INS said K-1 is a non-immigrant visa. Well, the Melbourne consulate does not consider the K-1 non-immigrant and does not process them. The I-129F states Melbourne. What to do? Change the address with Nebraska Service Center? Will it get sent to Sydney anyway as apparently they process all K-1s? Any info or advice would be much appreciated. Thanks---Dave
