help! how long will it take for wife and kid come to the US

Good day! i'm a US citizen engaged to a filipina and we're planning to
get married next year.. we also plan to have a baby.
is it possible for them to come here in the US together?
how long will it take to petition them (wife and baby)or will it be
faster, easier if we have the baby when she arrives here in the US?

You can get her here with a fiancee visa ( K1 ) using for I-129F (
http://www.uscis.gov/graphics/formsfee/forms/i-129f.htm )
It should take about 6 months to get the fiancee visa.
Unless you conceive the baby right now ( I would advise you to wait a
few more months since it is not advisable for a pregnant women to
travel by plane - you can still conceive abroad but it would be safe to
wait for the visa to be approved ), the unborn baby will be able to
travel to the US with his/her mother without any kind of documentation
( can you believe it ).
If the baby is born abroad, then he/she will be a US citizen provided
that you are the father ( it's always good to be sure of that one -
just kidding ) and that you spent at least 5 years of your life in the
US (of which at least 3 after the age of 14 y/o - something like that,
I don't remember the details). As such, the baby would be entitled to
have a US passport. If the baby is not a US citizen, that it would
complicate things.
If he/she is born in the US, he/she will automatically be a US citizen
(even if the father is the filipino mailman - I don't know why I feel
like joking about that - anyway).

Then you would use form I-130 (

immigrant visa. She'll become a permanent resident (i.e. green card
holder) once she enters the US. No need to apply more than 1 year in
advance since the visa will only be valid for 6 months.
The same remarks apply regarding the US citizenship of the kid.

how long will it take from time of petition until she come here
in the US?
a little off topic...
after she graduates, is she required to take the local board exam in the
philippines and english exams (eg. ielts/toefl, tse) or not because she
is an imigrant? thank you very much ofr ur help....

I would say that if you apply one year in advance, you should be ok. I
think that it is reasonnable to guesstimate that it will take between 6
months and one year for the visa to be processed.
Visajourney has a few guesstimate tools such as

If she wants to register and study in a US school, I would think that
the school will waive the TOEFL requirement for permanent residents (at
that point, it is only an admission requirement of the school, and not
an immigration requirement). You should check with the school.
If she doesn't plan to study in the US, I don't see why she would need
to take the TOEFL.
