Default Help: Emergency advanced parole question

I have a somewhat complicated problem. I moved in January from Phoenix
to the San Francisco area. My I-485 application has been sitting in
the Phoenix INS office for about 2 years with nothing but a
fingerprint call to show for it. In January when I moved to San
Francisco I asked the Phoenix INS to transfer my files to the San
Francisco office.
I now need to travel abroad for an emergency family reason and went
this morning to the San Francisco INS to apply for the Advance parole
document. They told me that Phoenix has transferred my files to the
Laguna Niguel (Los Angeles) service center and as a result until San
Francisco has my paperwork I cannot file for the advanced parole
document.
I now have no idea what to do. If I go to the Phoenix INS will they
tell me that my paperwork is no longer there and that I cannot apply
for the AP document there? Is it possible to walk into the Laguna
Niguel service center and apply for the AP document there? What are my
options?
Needless to say I am very frustrated by the whole issue and I hope
some knowledgeable person here can shed some light.

The Laguna Niguel Office is a Service Center and only has an inquiry window.
They do not accept any type of application or documents over the counter.

The San Francisco District Office has jurisdiction over your place of
residence. The I-512 must be filed at that office.

Probably the only way to get something done about this is for you to enlist
the help of your Congressperson. Call the local office of the Member of the
House of Representatives for your district, and ask to speak with a staff
member in charge of immigration. Each INS office has a Congressional
Liaison Unit with INS employees whose job it is to deal with
Congresspersons. This is the only way I can think of that the INS offices
in San Francisco, Phoenix and Laguna Niguel can be made to do anything
quickly.

Jeff is right that INS Laguna Niguel does not have the power to issue
advance parole to an individual that walks in. I think that INS San
Francisco can possibly be made to issue the advance parole for you.

situation to them?

The San Francisco District Office needs to request your file from Laguna
Niguel.

As a potential constituent you, as Sylvia previously stated, can ask the
three Congresswomen/Congressmen that represent the State and Districts in
which you live. I would think about taking that route.

I thought this was an emergency? Writing a letter to the INS California
Service Center would probably not result in a response in your lifetime.

You should select *one* Congressperson for assistance. It is
counterproductive to involve more than one. Congresspeople do not like to
step on each other's turf. I recommend the Member of the House of
Representatives for your district, because the Senators are so much busier.
