Getting married to a US citizen
Someone I know is here without papers and will be getting married
soon. What are the steps they need to take to begin the process for
her to be here legally?

Define "without papers" (isn't that where the derogatory word "wop"
comes from?)
If they entered with permission and overstayed, then they might be able
to adjust status after marriage to a US citizen. If the entered
illegally, then they there really isn't much positive news at the
present.
