What are the impacts of someone getting married then their foreign spouse goes back
to their country for up to 1 year?

Depends. If there are no immigration issues then there's no impact. At some point the
US citizen would file the I-130 for them, ideally early enough so it was approved
around the time the alien wants to return. If they leave with a pending AOS there
could be problems.
