I live in LA and need to lodge the above after I get married.
Am I required to lodge/file by mail with the LA Field Office?
Can I file by mail with the CA Service Center (in Laguna Niguel)?
The reason I ask is that if I can file with the Service Center (rather
than Field Office) they will send me back receipt of filing of I485
on I797 which I can then use to continue to travel on my H1B and not
spend extra money on applying for EAD and AP.
Thanks

I guess marriage since you are filing I130. In that case, you need to file with your local district office. LA area also has two sub-offices: Santa Ana and San Bernardino, but you must reside in those areas to file there. Otherwise you file through LA Emplyement based applications go to the Service Center.
I'm not sure which form the I-797 is so I can't answer about travelling on your H1B. Working on your H1B should not be a problem, but I am not sure how travelling affects your status.
