Default Filing I-140 and I-485 Concurrenlty

Hello All,
According to the USCIS website, a person can file their I-485
concurrently with their I-140 only if there are Visa's available for
their particular country of origin.

Currently my application is employment based, third preference from the
Philippines. The Sept 2006 Visa Bulletin says that they are processing
March 2002 for the oversubscribed group.

I guess this means I won't be able to ...right?

If this is the case when can I apply for the I-485?

My ultimate goal is to be able to be employed by another company (doing
the same IT job of course) after the 180 day waiting period after
filing the I-485?

You'll only be able to file the 485 once your priority date is valid. The priority date is listed on the approved I140. My I140 was approved earlier this year. I cant file the 485 until the priority date pulls past April 2006

So that'll be a while off........

When the PD becomes current for your case.

How long does the I-140 take to be approved nowadays once filed by the
employer?

Also if I get laid-off during that potetial 2.5 year wait ... am I
automatically doomed and have no recourse but to return to my home
country while on a I-140?
