Fiance Visa and Cable 71

Does anyone know what Cable 71 is and how to get Vermont Service Center to send it to
Consulate in Moscow?
I filed a Petition for Fiance Visa at VSC. It was approved in 12 days, which I
thought was rather fast, but it took 7 more days for the actual document
(second NOA) to arrive. The NOA says that they (INS) has already notified the
consulate by cable. I also sent a copy of the NOA to the consulate by fax. In
my fax I asked if they have sent the packet to the beneficiary. The consulate
sent this response:
"we send a packet of necessary documentations to the beneficiary only when we
have received either the approved petition or official notification (cable
71, with information about any of the beneficiary's children) directly from
the Immigration and Naturalization Service (INS). "
Does anyone know what "cable 71" is, and, how can I get INS to send it? Thanks.

Vermont will automatically cable your petition direclty to Moscow, but it may take a
couple of weeks for them to get to it...but this will stil be far quicker than a
mailed petition. Relax, and have your Moscow fiance be getting her police certificate
request in now, that will take her longer than anything else.

Maybe I am missing somthing, but my fiancee claims she can get a police letter -same
day_ as she requests it in Vladimir. Is Moscow much slower?
