Fee for N-400
The INS website says the new fee for the citizenship application is $320, and there may be a $70 biomentric fee as well. Is the total fee for the appliation $390? Do you then include a check for the full amount $390 with the application?

Yes mate............I was gutted when I found out the increase in fees especially as I become eligible for citizenship a few weeks after the fees increased

I always send them a money order so that there is no chance they are returned

For multiple filing of petitions, yes that is correct. For the N-400 there is only one petition and one fee for fingerprinting. So in that instance, one check is perfect.
