It seems to also indicate that only the people arranging the marriage
and the immigrants were charged. Why not the USC spouses?

I can. I'd be willing to bet that at least some of these brides were women who have been kicked off TANF by operation of the deadlines who have sharply limited resources available to them and their kids and were desperate for money. $60 is a lot when you have $0. I suspect they were also led to believe by the one woman who *was* charged that there was no risk to them and that they could just get a divorce "like that". I suspect that's why *they* were not named in the indictment as co-conspirators. No one with seriously fraudulent intent would take only $60 to help someone acquire an unbelievably valuable immigration benefit.

Just a guess, but that's what I think happened.

(I just remembered, sadly, that crack is also a real possibility /sigh).
