In that case, the most likely scenario is that during a check someone with the same name as you popped up. Now they must manually verify that you are who you say you are... it's a very time consuming process that takes place over multiple agencies. They can't move forward with the process until all checks have been manually verified from each agency.

Perhaps identity confusion, perhaps identity 'theft' of some sort, perhaps a clerical error, perhaps any number of other things.
There is no "supposed to be time". Any application is required to take as long as is necessary to determine that the applicant meets the requirements of the application and is admissible. In most cases a determination can be made quickly, in some cases it can take months or even years. It can be very frustrating for the applicant, but American security is the higher priority.

Thanks JEff, for pointing out it could be a number of things. Razor sharp analysis. You know that we know, yes it can take weeks months if not years and that "American security is the priority". Got it!
It doesn't explain what my app was doing for 4 months before beginning that process, as one example.

Ian... the pedant police. Seriously, what about less judgment of others circumstances based on you reading one short sentence on something you think you know about but you don't... or better still stop trolling message boards and being nothing but a miser!

I finally got a response from the embassy just before Xmas to submit my passports...it took a little longer coz of the holidays but we got our passports back yesterday and fly out on Friday. At last! Guys don't give up x
