DS-230

I have looked at lots of different places and I keep getting contradicting information.

Can I send the DS-230 forms and supporting documents while the payment is pending or not invoiced yet without causing delay or any issues?

You are talking about sending to the NVC? If so, you need the barcoded cover sheet from the NVC that will be generated and available online when the processing fee payment has been recorded.
