I am ready to fill out DS-230 Part 1 and II for my brother's wife. Is there a fee for this? I am confused...
we have already submitted a $75 and $400.......
this DS-230 asks to submit the forms, police certificate, birth certificate, marriage certificate etc etc....

NVC is doing the preliminary processing now, instead of Islamabad. So yes, you need to send all those documents along with the DS-230, so they can look it over and send it on to Islamabad.

I don't know if there's a fee, though. Check out www.familybasedimmigration.com, there is a flowchart on there for the Immigrant Visa process that might help you out.
